Police Commissioner Bharatchandra (Suresh Gopi) arrives on the scene. The State IG, a sincere man and who brought up Bharat, following the death of the latter's father, made him an IPS. He looks after him like his own son. Therefore, he tries his best to stop him from entering into the city thinking he would escalate the problem, being an emotional man. But he arrives and takes the responsibility of controlling the situation and then to find out who are behind this.

A number of characters are played up, as part of the ongoing investigation. Hyder Ali also adds men and women on his side. Among them are Poornananda Sastry, representing the hardcore religious leaders, two ministers, who show their allegiance to Hyder Ali, Malakpet Hussain an MLA, also in the villains ranks; Rekha Gopal, a press person, Chief Minister Somasekhara Reddi, who quietly plays his cards to retain his power, IG's daughter Noorjahan, Amrutha, a batch mate of Bharatchandra and now investigating into the murder of Baba, DSP Mustafa (Rajan P. Dev), Swetha Verma who is killed as part of strategy of the hero to capture the main villain, Kala Purohit who is after Bharatchandra and then Jasmine, a Mafia woman. Running so many characters in this two-hour drama needs speed. That is the velocity how the film runs till Kala is killed and peace restored.
